What area does the Cashless Debit Card cover in the Bundaberg and Hervey Bay region?

The Bundaberg and Hervey Bay site area is defined by the boundaries of the Federal Division of Hinkler, as those boundaries were enforced on 31 May 2018. This includes the townships of Aldershot, Bargara, Elliott Heads, Woodgate, Booyal, Burrum Heads, Torbanlea, Toogoom, Howard, Childers, Burnett Heads and River Heads.

Where are the shopfronts located?

Cashless Debit Card participants can access face-to-face services at shopfronts in Bundaberg and Hervey Bay. Shopfronts provide assistance with card activation, setting up recurring payments and paying bills, and provide participants with access to the internet and general information about the Cashless Debit Card program.

Are there Community Reference Groups in the Bundaberg and Hervey Bay region?

Yes. There are two Community Reference Groups, one each in Bundaberg and Hervey Bay. They are comprised of stakeholders from the region.

The Community Reference Group members are not paid, however they perform a key advisory role, supporting engagement between the Department and community, and facilitating wider community involvement.

When did the Cashless Debit Card commence in the Bundaberg and Hervey Bay region?

On 21 September 2018, the Social Services Legislation Amendment (Cashless Debit Card Trial Expansion) Act 2018 was enacted. The card was rolled out progressively from 29 January 2019 in the Bundaberg and Hervey Bay region.

Who receives the Cashless Debit Card in the Bundaberg and Hervey Bay region?

About 6,000 people, aged 35 years and under who receive Newstart Allowance, Youth Allowance (Job seeker), Parenting Payment (Single) or Parenting Payment (Partnered) receive the card.

Unlike the other three sites, people in the Bundaberg and Hervey Bay region are not able to volunteer to participate in the program. Other payments such as Age Pension and Veterans’ Pension are also not in scope.

How does the Cashless Debit Card work?

The Cashless Debit Card looks and operates like a standard bank card, except it cannot be used to buy alcohol or gambling products, some gift cards or to withdraw cash. For more information about how the card works visit the main Cashless Debit Card page.

Why the Bundaberg and Hervey Bay region?

The Bundaberg and Hervey Bay region was selected as the fourth site for the Cashless Debit Card program following calls for the card from key stakeholders in the region to address social issues such as high youth unemployment and intergenerational welfare dependence. The Department of Social Services conducted over 180 meetings with a broad range of stakeholders, including the community sector, service providers, community members, church groups, the business sector and all levels of government, which demonstrated strong levels of support.

The Bundaberg and Hervey Bay region is an opportunity for Government to test the card’s flexibility as a tool to support people in non-remote locations and to help address these key social problems identified during consultations.

What support services will be available for people on the Cashless Debit Card in the Bundaberg and Hervey Bay region?

From early 2019, the Department will monitor the impacts of the Cashless Debit Card (CDC) on services already available in the region, which will help inform a support services package. This will also take into consideration feedback from key stakeholders.
