Aboriginal and Torres Strait Islander Action Plan
We developed the Aboriginal and Torres Strait Islander Action Plan 2023–2025 with the Aboriginal and Torres Strait Islander Advisory Council on family, domestic and sexual violence.
We understand that a one-size-fits-all way to end violence will not work for all communities. Throughout this process we worked with, and learned from:
- communities
- the sector
- academics.
This action plan is one of 2 that sits under the National Plan to End Violence against Women and Children 2022–2032 (National Plan). The other is the First Action Plan 2023–2027. Together these plans help achieve the goals of the National Plan.
This action plan acknowledges:
- the ongoing effects of colonisation
- intergenerational trauma
- systemic and institutional racism.
The action plan outlines what needs to be done now. It sets out a path for longer term change.

The 5 Reform Areas
Through the Action Plan, the Australian, state and territory governments commit to these 5 reform areas:
- Reform area 1 – voice, self-determination and agency
- Reform area 2 – strength, resilience and therapeutic healing
- Reform area 3 – reform systems and institutions
- Reform area 4 – evidence and data eco-systems
- Reform area 5 – inclusion and intersectionality
Priority grants
Immediate priority grants were awarded based on community needs. Recipients of the grants are rolling out services across Australia under the action plan:
- Increasing the capacity of crisis accommodation services for Aboriginal and Torres Strait Islander peoples(Opens external website)
- Community-led prevention services, programs and campaigns for Aboriginal and Torres Strait Islander children(Opens external website)
- Community-led Men’s Wellness Centres for Aboriginal and Torres Strait Islander peoples(Opens external website)
- Family, domestic and sexual violence programs in Aboriginal and Torres Strait Islander community-controlled organisations(Opens external website)
- Expansion of the Leaving Violence Payment Regional Trial in Cairns, Queensland to 3 new locations(Opens external website):
- Broome, Western Australia
- Darwin, Northern Territory
- Dubbo, New South Wales
