$20.3 million over 3 years from 2024–25 to 2026–27 to enhance and to evaluate the Support for Trafficked People Program (STPP). The STPP provides assistance for people exploited by human trafficking, slavery and slavery-like practices.
$7.4 million over 4 years from 2023–24 to 2026–27 for the STPP Additional Referral Pathway pilot (ARP). The Salvation Army delivers the ARP Pilot as part of a consortia, to provide assistance for people exploited by human trafficking, slavery and slavery-like practices. The pilot was originally scheduled to conclude in November 2025 but was extended for an additional 19 months through to 30 June 2027 at the 2025-26 Mid-Year Economic and Fiscal Outlook (MYEFO).
This activity is part of a broader activity to ensure victim-survivors are well supported to access recovery services.
Implementation progress update
From 1 July 2024 to 30 June 2025, 152 people were referred onto the STPP for intensive case managed support. Due to the commencement of the Forced Marriage Specialist Support Program (FMSSP) on 2 January 2025, the STPP stopped taking new forced marriage clients from 28 February 2025 with existing forced marriage clients completing their transition to the FMSSP by 30 June 2025.
From the commencement of the ARP Pilot on 23 July 2024 to 30 June 2025, 97 clients were referred to the STPP and the FMSSP.
An independent evaluation of the STPP and ARP pilot commenced in July 2024. The final report was provided to the Department of Social Services on 30 June 2025. The Australian Government is considering the recommendations from the evaluation report.
