National Cabinet agreed to the development of a shared understanding of what constitutes a high-risk perpetrator of family and domestic violence. This shared understanding will inform consideration of enhancements to the National Criminal Intelligence System (NCIS), to provide a ‘warning flag’ that will assist police responding to high-risk perpetrators.
