Co-design and implement a cross-agency evidence-based framework for programs for people who have committed domestic and family violence (DFV). The Framework will support alignment and coordination between the programs provided in custody, and those delivered in community, to ensure that victim safety and accountability of people who use violence are the foundational objectives for all programs.
Implementation progress update
The Framework (Men's Behaviour Change Program Minimum Standards) was been developed in 2023 in consultation with DFV specialist services, Aboriginal Community-Controlled Organisations and relevant government agencies and was launched in March 2024. Framework implementation has commenced, with the 2 existing NT Government funded Men's Behaviour Change Programs (MBCPs) supported to demonstrate alignment with the minimum standards. A cross-government Assessment Committee has been established to assess program applications. Both services were conditionally declared in March 2025, and re-assessment will occur in late 2025 following the submission of relevant supplementary evidence. Both MBCP providers are able to accept referrals for Court ordered attendance for the programs declared in Alice Springs, Darwin and Wadeye.
The Department of Children and Families is working with the new MBCP provider in Katherine to prepare for the application and assessment process in 2026.
