Activity details

Development of new national best-practice family and domestic violence (FDV) risk assessment principles and a best-practice National Risk Assessment Framework (the Framework) will introduce greater national consistency in how FDV risks are identified, assessed and managed. This initiative aims to improve victim-survivor safety and perpetrator accountability by supporting service systems within and across jurisdictions to consistently identify and assess risk to deliver the most appropriate response.

The Australian Government has committed $2.0 million (GST exclusive) over three years from 2024–25 to deliver this activity.

This activity was announced following the September 2024 National Cabinet meeting on gender-based violence.

Implementation progress update

The Department of Social Services is leading delivery of this initiative. It has commenced engagement with state and territory governments, relevant Commonwealth agencies and sector stakeholders on development of the Framework.

Australia's National Research Organisation for Women's Safety (ANROWS) has been engaged to develop the new national best-practice FDV risk assessment principles, including a set of risk factors. This will involve a refresh of the national risk assessment principles and risk factors published by ANROWS in 2018.

The Data and Digital Ministers Meeting has agreed to produce national guidance to enable best-practice FDV information sharing under its fourth National Data Sharing Work Program. This project is being co-led by the department and the Victorian Government, in consultation with the Western Australian Government. The project is expected to be completed in 2025. This guidance is intended to support jurisdictions' FDV risk assessment and management approaches.

The national principles and Framework are anticipated to be completed in early 2026.
