The Hon Tanya Plibersek is proud to introduce the National Commission for Aboriginal and Torres Strait Islander Children and Young People Bill 2026 (the Bill).

The Bill will help promote the rights, interests, development, safety and wellbeing of Aboriginal and Torres Strait Islander children and young people. It gives the National Commissioner power to promote the best interests of Aboriginal and Torres Strait Islander children and young people and to speak up about the systemic issues that disproportionately affect them.  

Once the Bill has passed, the National Commissioner will be able to:

  • look into issues that affect Aboriginal and Torres Strait Islander children and young people
  • promote their rights, interests, views, needs and experiences
  • give advice to Government on how to develop and deliver policies, programs and services
  • help governments work together to improve outcomes for Aboriginal and Torres Strait Islander children and young people.

The Bill supports all Closing the Gap targets relating to children and young people. It draws on extensive consultation with Aboriginal and Torres Strait Islander peak bodies, leaders and communities, and will help to amplify Aboriginal and Torres Strait Islander children’s views and strengths.

Pending passage and royal assent, the National Commission for Aboriginal and Torres Strait Islander Children and Young People will become a permanent and independent organisation from 1 July 2026.
