NSW Health engaged the Centre for Innovative Justice (CIJ) to conduct independent research under Phase One of the Support to Safety initiative, to explore the role of key NSW helplines - NSW Domestic Violence Line, NSW Sexual Violence Helpline, and 1800RESPECT - to support family, domestic and sexual violence victim-survivors in NSW. The project will also collate victim-survivors’ experiences of using these pathways in accessing information and support. The research also considered victim-survivor's views on a single front door model to triage and support victim-survivors. The research will provide an evidence base and targeted recommendations to strengthen these pathways to support, including to meet the needs of Aboriginal victim-survivors.

Implementation progress update

NSW Health commissioned CIJ, RMIT to undertake mapping of relevant sexual, domestic and family violence helpline services and support pathways, scope the feasibility and value of a single ‘front door’ triage service, and produce a report including project findings, recommendations and an implementation plan in early September 2025. This will include considering accessibility and capacity of helpline services to respond to a broad range of experiences and needs including those of Aboriginal and Torres Strait Islander people.

RMIT has engaged with victim-survivors of domestic, family and sexual violence to ensure their voices and experiences inform the content, process and recommendations of the initiative. RMIT has also engaged with representatives from victim-survivor led advocacy and support groups, relevant representatives of the 3 key providers of telephone support services (NSW Sexual Violence Helpline, NSW DV Line and 1800RESPECT) and other key stakeholders and organisations responding to sexual and domestic family violence. The project recognised the vital importance of capturing a diversity of voices, including Aboriginal victims-survivors’ voices, in order to understand the journey for victim-survivors of family, domestic and sexual violence in accessing information and support. A diverse range of service providers were engaged, including those supporting Aboriginal and Torres Strait Islander people.
