Activity details

The Department of Communities and Justice received Commonwealth funding under the National Partnership Agreement on Family, Domestic and Sexual Violence Responses 2023-25 to deliver Safe and Strong Families. Additional funding was approved as part of the 2025/2026 NSW Budget to continue the Safe and Strong Families program until 30 June 2027.

Safe and Strong Families is an early intervention family support service for victim-survivors of domestic and family violence and their children. Safe and Strong Families is delivered through the Targeted Earlier Intervention (TEI) program which will become the Community and Family Support (CAFS) program from 1 January 2026. TEI is a soft entry point for vulnerable families and offers culturally safe, responsive and flexible support to reduce vulnerability and risk while building protective factors within a family. Safe and Strong Families uses a dual model of early intervention, supporting both victim survivors and their children, as victims, who are experiencing, or at risk of experiencing, family violence. Service delivery has a strong focus on Aboriginal Community Controlled Organisations (ACCOs) to ensure culturally safe and trauma informed support is available.

Implementation progress update

Safe and Strong Families (SSF) will be delivered in approximately 32 sites in priority locations across NSW.

In late 2024, 11 ACCOs across 11 sites were funded under stage one.

In early 2025, a further 13 organisations were funded to deliver SSF in 16 sites (stage 2) 11 of these were ACCOs. This includes a site in Bourke, where the Safe and Strong Families provider will support the community-led Staying in Community, Leaving Violence project.

The remaining sites are undergoing procurement.
