Aligned with the Grant Opportunity Guidelines across all 4 Immediate Priority Grants the Department of Social Services will engage an Aboriginal and Torres Strait Islander supplier to assist grantees to build capability and evaluate their own projects delivered under the 4 Immediate Priority Grants. Scope includes supporting grantees to:
- collect data to support measuring outcomes and evaluate their funded activities
- evaluate individual projects to improve outcomes for Aboriginal and Torres Strait Islander Peoples and their communities
- develop a Theory of Change and Program Logic – outlining what success looks like for each grantee’s project
- evaluate grantees' projects to improve outcomes for Aboriginal and Torres Strait Islander peoples and their communities.
An end of program program-level evaluation will be conducted for the 4 Immediate Priority Grants.
Implementation progress update
The Department of Social Services will engage an Aboriginal and Torres Strait Islander supplier in early 2026 to deliver capability-building services to funded organisations. These services will support grantees to:
- collect data to measure outcomes and support evaluation of their own activity
- evaluate their individual projects to improve outcomes for Aboriginal and Torres Strait Islander peoples and communities
- develop a theory of change and program logic to define what success looks like for their projects.
This support will be tailored to each organisation and delivered in a culturally safe and strengths-based way. Separately, an end-of-program evaluation will be conducted. This evaluation will focus on program-level outcomes across all 4 grant programs.
The first phase of this evaluation work will commence in early 2026, with final stages to be completed in 2027, aligning with the conclusion of the remaining funded programs.
