This literature review on factors influencing the rate of intercountry adoption notes that the vast amount of literature available examines factors explaining the global decline in adoption rates.
The review makes the point that many of the factors influencing rates of intercountry adoption are out of the control of receiving countries. The majority of factors influencing the rate relate to changes in economic and social changes in sending countries.
