Professional Foster Care: Barriers, Opportunities, Options

Aim of publication

This report was commissioned by the Department of Social Services (the then FaHCSIA) on behalf of the Standing Council on Community and Disability Services Advisory Council in order to review the barriers and opportunities for developing models of professional foster care in Australia. The project responds specifically to a key action under the National Framework for Protecting Australia’s Children – Second Action Plan 2012-15.

This report is for government policy makers at all levels, service providers and interested stakeholders.

What does it cover?

This report details options for the professionalisation of foster care in Australia and examines key barriers and opportunities for implementation. The report was informed by a review of professional care models in Australia and other countries, and consultation feedback from non-government and government stakeholders.
