National Redress Scheme Grant Connected Policy
The National Redress Scheme for Institutional Child Sexual Abuse (the Scheme) Grant Connected Policy (Redress GCP) restricts access to Australian Government grant funding for non-government institutions that fail to join the Scheme.
The Redress GCP is a whole of government policy that Australian Government entities must take into account before awarding a grant. The Redress GCP enables a consistent approach to encouraging non-government institutions named in applications to the Scheme, to join the Scheme. The Redress GCP makes non-government institutions named in applications to the Scheme or in the Royal Commission into Institutional Responses to Child Sexual Abuse (Royal Commission) that do not join the Scheme ineligible for future Australian Government grant funding.
Institutions subject to the Redress GCP
Non-government institutions named in applications to the Scheme or the Royal Commission that have not joined the Scheme or signified their intent to join, within the required timeframes, will be ineligible to access Australian Government grant funding.
Institutions subject to the Redress GCP are listed on the Scheme’s website on the Institutions that have not joined or signified their intent to join the Scheme page. This page will be updated over time to reflect non-government institutions that have not joined the Scheme.
Australian Government grant arrangements
The Department of Finance has updated grant agreement templates to reflect that non-government institutions that are listed on the Scheme’s website as having not joined the Scheme or signified their intent to join the Scheme are ineligible to access Australian Government grant opportunities. The Scheme holds institutions accountable for past sexual abuse and operates on a responsible institution pays basis. Survivors cannot access redress through the Scheme unless at least one of the institutions responsible for the abuse is participating in the Scheme. The Australian Government cannot mandate that institutions join the Scheme. A significant number of institutions have already joined the Scheme and the National Redress Scheme GCP provides an incentive for non-participating institutions named in applications to join the Scheme.
