The ICSS Delivery Model

Carer Gateway regional delivery partner Grant Opportunity

On 15 November 2018, the Minister for Families and Social Services, the Hon Paul Fletcher MP, and the Assistant Minister for Social Services, Housing and Disability Services, the Hon Sarah Henderson MP, announced the Carer Gateway regional delivery partners Grant Opportunity.

The Grant Opportunity opened on 16 November 2018 and closed at 5.00pm (AEDT) on 14 February 2019.

Assessment of the Grant Opportunity applications is currently underway.

To provide stakeholders with more information on the new Carer Gateway regional delivery partners, the Department hosted a series of webinars – a range of resources from each webinar is provided below.

Updates on Implementation Activities

New funding for carer services

As part of the 2019-20 Budget, the Australian Government is committing a further $84.3 million over four years for the provision of more services for carers and additional support for young carers. This additional funding builds on the implementation of the new Integrated Carer Support Service.

New online services

The implementation of the new, national online services for carers has commenced.

  • Wellways Australia commenced the design, testing and pilot of the online Coaching Service.
  • CatholicCare Sydney commenced the design, testing and pilot of the Digital Counselling Service and Online Peer Support Service.
  • Carers Australia also commenced the design of a suite of practical carer-specific educational resources. The first series of educational modules – are now available on the Carer Gateway.

Consultation

The Department continues to consult with the sector and carers as the implementation of the new ICSS model progresses. Recent consultation activities include:

  • The Department has brought together a group of sector subject matter experts to provide advice relating to operational aspects of the ICSS implementation. A list of the participants is available.
    • The Group met on 13 June 2018 with the discussion focusing on the Department’s planned implementation activities, and the Group’s insights on current concerns within the sector regarding implementation of, and transition to, the ICSS model. The Department will utilise these insights in ongoing implementation activities.
    • The second meeting was held on 18 September 2018. The Group were provided with an overview of the Carer Gateway service areas and an update on the pilot testing the new carer needs assessment and planning process. The Group were consulted on the proposed topics for the recent webinars and the Department has used the feedback in the development of the webinar content.
  • The Department continues to consult with the National Disability and Carers Advisory Council. (NDCAC) and their Carer Reform Working Group (CRWG). The Council provides high-level strategic advice to the Assistant Minister for Social Services on implementation issues for carer reform that impact on carers and the carer sector.
  • The Department recently ran a pilot of the new Carer Support Planning Framework with two carer service providers. From September 2019, carers will be offered assistance with identifying appropriate support needs, help to access those supports and advice on future support planning through the Carer Gateway regional delivery partners. The Carer Support Planning Framework will ensure a consistent approach to this. You can view the draft of the framework and summary from the pilot.
  • As part of the design, testing and rollout of the digital counselling service, CatholicCare Sydney has established an advisory group to provide subject matter expertise on carers and the delivery of counselling. Membership of the advisory group consists of:
