Utilities Allowance

Purpose of Payment

To assist income support recipients with their utilities bills.


To qualify for Utilities Allowance, a person must:

  • be in receipt of Disability Support Pension (under the age of 21 without children);or
  • be in receipt of Partner Allowance, or Widow Allowance; and
  • either:
    • be in Australia; or
    • be temporarily absent from Australia for a continuous period not exceeding 13 weeks.


Utilities Allowance is automatically paid quarterly to eligible customers on their first payment delivery day after 20 March, 20 June, 20 September and 20 December each year and is adjusted for increases in the Consumer Price Index.

Pension Supplement recipients: As of 20 September 2009, Utilities Allowance is not paid as a separate allowance to recipients of the Pension Supplement. Utilities Allowance is incorporated in the Pension Supplement which is automatically paid to pensioners and other eligible income support recipients with their regular fortnightly payment.
