Q&A Issue no. 5 (Friday 14 December 2012)
Q1. My organisation is interested in applying for this funding, however we may not be ready to submit an application before 20 December.
Will there be further funding rounds for this program (we note a staged approach to the establishment of the new sites February, June and August 2013) in the overview information.
A. The current selection process, with Applications due by 20 December 2012, is seeking providers to deliver services in the sites listed on the FaHCSIA website and in the Application form. Successful organisations under the current process will be offered funding agreements to commence in any of February, June or August 2013.
Future opportunities to apply for funding under open selection processes will be advertised on the FaHCSIA website.
Q2. Can you please provide a response for the following questions in reference to the MHR:CS selection process?
a. Can we use diagrams/graphics in the Application form?
b. Are the Applications assessed by one large panel across all regions, or separate panels for separate regions?
c. Where do we specify that we can accept a portion of the funds to deliver a smaller scale of the model if required? Is it in the financials?
A. a. Yes. Applicants may include diagrams or graphics in their Applications.
b. There will be separate assessment panels for each site.
c. In Q.24b. of the Application form for the open selection process (or Q 8b. in the Application form for restricted processes) FaHCSIA asks the Applicant to indicate the willingness of the organisation to revise its budget and service model if a smaller level of funding is available.
Q3. We currently receive FaHCSIA funding through a sub-contract from a FaHCSIA-funded organisation. With regard to question 21, do we need to supply this information when sending our submission?
Q4. With regard to Part 5 Activity funding, is the budget you are seeking an estimate based on per annum or over the full three years? The reason I ask is the budget will change over this period due to wage increases and rises in costs.
A. Applicants should provide an indicative budget based on a 12 month period. Only ongoing (or recurring) costs should be included in the budget. This estimate should be based on current costs. Funding to organisations is indexed annually.
Q5. Will there be a one-off establishment cost on top of the recurring funding provided?
A. Establishment funding will be provided to successful applicants for new Mental Health Respite: Carer Support services. However, the amount of establishment funding to be provided has not yet been determined and will depend on a range of factors, such as location of services and service type.
Q6. Can an Applicant sign the declaration with an electronic signature and convert to PDF?
A. Yes. Alternatively, Applicants may type the person’s name in the space provided and email the completed Application form from an address within the organisation. This will constitute agreement to the declaration.
Q7. I can’t see anything about referees. I am assuming that we don’t need support letter or details. Is this correct?
A. Referees are not required. In accordance with section 3.6 of Part C2 of the Program Guidelines, Applicants should only include attachments where requested to do so. Unless special circumstances apply, the Department will not consider attachments that have not been specifically requested.
Q8. Are the funding amounts listed in the documentation inclusive or exclusive of GST?
A. Funding amounts are exclusive of GST.
Q9. Selection Criterion 3 (Q31) requests ‘evidence’. Can this evidence be contained in an attachment?
Q10. Attachments could be used to ‘demonstrate’ our organisation’s knowledge/experience for questions 29, 31, 32 and 33. Please clarify whether or not we can use attachments for these criteria.
A. Where a question asks for evidence (or supporting evidence), Applicants may attach documents to their Application that they consider relevant.
Q11. The budget template allows for the purchase of assets. Are additional funds available for the purchase of vehicles/leases and office furniture and equipment, in addition to the nominated annual recurrent funding?
A. Establishment funding will be provided to successful applicants for new Mental Health Respite: Carer Support services. However, the amount of establishment funding to be provided has not yet been determined and will depend on a range of factors, such as location of services and service type. Establishment funding is intended to be used for one-off set-up costs such as purchase/lease of vehicles, office refurbishment, recruitment costs, etc.
