Accommodation Payments and Pricing

1. Introduction

The attached Exposure Draft Fees and Payments Principles document sets out proposed subordinate legislation under the Aged Care Act 1997. The Exposure Draft details the implementation arrangements relating to charging accommodation payments and approval of higher accommodation payment amounts. The draft Aged Care (Maximum Accommodation Payment Amount) Determination 2013 sets the threshold above which the Aged Care Pricing Commissioner must approve accommodation payments.

The draft Accommodation Pricing Guidelines have been developed for use in conjunction with the Fees and Payments Principles. They provide further guidance to Approved Providers on how to determine and publish their accommodation payment prices.

2. How to provide input

Comments were sought on the implementation details of the draft Principles, Determination and Guidelines.

3. Background

On 21 December 2012, the Government announced its policy on accommodation payments. This announcement followed significant public consultation and independent advice from the Aged Care Financing Authority.

Public consultation on the first draft Accommodation Pricing Guidelines was conducted in April 2013. The results of this consultation were considered in the development of the current draft of the Guidelines.
