Considering intercountry adoption

Intercountry adoption should only happen when it is best for the child. Where possible, a child should grow up with their birth family or wider family. If this can’t happen, the child should have other permanent care in their birth country.

Intercountry adoption should only happen when local care is not available. This keeps children in their own country and culture where possible. Intercountry adoptions are usually offered only when no suitable permanent family can be found in the child's birth country.

The number of intercountry adoptions to Australia each year is low. It continues to fall. In 2024–25, there were 19 intercountry adoptions. This follows a global trend.

Before you consider intercountry adoption, think about if you’re able to provide a stable and loving home. The child may have additional needs. You must be able to give them a safe and supportive home until they can live on their own. Some children may need support for life.

You must not arrange an adoption in private or avoid the official process. Before you apply, think about:

  • the emotional and practical commitment needed
  • the long and uncertain waiting time
  • the needs of children who may have faced loss or trauma
  • the child’s culture, identity and connection to their heritage.

Intercountry adoption in Australia

Australia only supports intercountry adoption through approved programs with partner countries. These countries also follow the principles of the Hague Convention.

Australians can apply to adopt a child from our partner countries. They must apply through their state or territory central authority.
