Short description

The Community Development Fund (CDF) will provide funding of $237.5 million over five years from 1 July 2013 to support social and economic development and participation across the 59 remote regions that are part of the Remote Jobs and Communities Program (RJCP). The CDF will fund services and/or activities that provide benefit to Indigenous communities and support the creation of jobs and employment-related participation opportunities for Indigenous and non-Indigenous job seekers participating in the RJCP.

$37.5 million is available in CDF funding in 2013-14.

To encourage innovation and new investment in remote communities, a wide range of organisations are eligible to apply for CDF funding including remote Indigenous community organisations, local councils, non-government organisations, local employers as well as RJCP providers.

Applications for CDF funding will be assessed through a national competitive grant process, with final decisions made by the Minister for Families, Community Services and Indigenous Affairs.

From 1 July 2013 the Remote Jobs and Communities Program will provide a more streamlined and flexible employment and participation service in remote Australia. With funding of $1.5 billion over five years, the new program builds on the strengths of existing services: Job Services Australia (JSA), Disability Employment Services (DES), the Indigenous Employment Program (IEP) and Community Development Employment Projects (CDEP). There will be one service provider in each region.

Remote communities will have a strong say in how RJCP providers develop and deliver services. Working together, local people and providers will set priorities and goals through the Community Action Plans developed for each region. The Community Development Fund will support projects that are consistent with the CAPs.  Although CAPs are unlikely to be in place for this first grant round, other plans agreed between communities and government (for example, Local Implementation Plans in Remote Service Delivery communities and Regional Partnership Agreements) may be used to demonstrate how the proposal aligns to community priorities.

All applicants must develop a business case as part of their CDF application. A telephone advisory service is available for applicants to discuss the development of the business case for their CDF proposal by calling 1800 755 650. A suggested business case template is also available to assist organisations and this can be discussed with the telephone advisory service.

Funding of projects requiring funds of less than $25,000 may be agreed via a ‘letter of offer’. All other projects will require agreement via the FaHCSIA standard funding agreement. The terms and conditions for these agreements are provided below:
