Closing the Gap for Indigenous Australians - Northern Territory - Further welfare and employment reform

Department of Education, Employment and Workplace Relations (DEEWR)

Key Elements

As part of this budget measure, the Australian Government has committed a total of $75.4 million over the 2007-08 and 2008-09 financial years to enhance employment opportunities in the Northern Territory (NT). This includes 31 place-based Community Employment Brokers (CEBs). This measure will also continue to provide employment services and program delivery to Indigenous people who were previously on Remote Area Exemptions (RAEs) in the NT.

This measure will have a significant positive impact on Indigenous Australians in the NT by providing assistance to transition Indigenous job seekers from welfare dependency to participation in targeted and mainstream employment related activities and jobs in the mainstream economy. This assistance will foster opportunities for social inclusion.

Background

This measure provides additional places in employment services and pre-employment programs for Indigenous people who were previously on RAEs in the NT. These programs include Job Network services, Work for the Dole, Language, Literacy and Numeracy program, Disability Employment and Vocational Rehabilitation Services, Structured Training and Employment Projects and the Personal Support Program.

The measure will promote social inclusion of remote Indigenous people who are one of the most socially excluded groups in Australia.

To improve employment and training outcomes at the local level in the NT, 31 CEBs will work within the Northern Territory Emergency Response (NTER) communities with residents, employment service providers, Centrelink and Government Business Managers.

Implementation

The presence of CEBs in communities will maximise access to and retention in services, programs and jobs by local Indigenous job seekers. The measure will allow the continuation of increased employment and pre-employment services for Indigenous people. The measure aims to assist individuals who have had a RAE lifted.

Total Government Funding

The Government has committed a total of $75.4 million over the 2007-08 and 2008-09 financial years. Further activity will be informed by the outcomes of the NTER review later this year.
