Clarke Review into Veterans' Entitlements - Six Department of Veterans' Affairs Measures Affecting FaCS Programs 

What's New?


Following the Review of Veterans' Entitlements, the Government will provide additional assistance to veterans and their families.

The measure Clarke ReviewDefence Force Income Support Allowance will introduce a new allowance to DVA disability pensioners and their partners who qualify for social security payments. This allowance will benefit up to 19,000 veterans and their partners by notionally aligning the treatment of DVA disability pensions between the testing applied to social security and DVA income support payments.

Three measures — Clarke ReviewExtend Entitlement to Disability Pensionand Treatment to Australian Aircrew in the Berlin Airlift, Clarke ReviewExtend Operations Service to Minesweeping and Bomb/Mine Clearance Service Immediately After the Cessation of World War II, Clarke ReviewExtend Qualifying Service to the Aircrew of Number 2 Squadron for Service on the Malaysia-Thailand Border (1962-1966) — will result in a small number of people receiving income support payments from the Department of Veterans' Affairs instead of from Centrelink.

The measure — Clarke ReviewOne-Off Payment to Former Prisoners of War of the North Korean Forces or Surviving Spouses — provides funding to make a one-off payment of $25,000 to former prisoners of war of the North Korean Forces or their surviving spouses who were alive on 1 July 2003. For those veterans or surviving spouses who receive income support from Centrelink, the payments will not be assessed under the assets test or the lump sum income test rules.

The final measure will increase the indexation of the Above General Rate components of the DVA Disability Pension in the same way as the maximum basic rate of Service Pension. The Above General Rate Component of Intermediate Rate, Extreme Disablement Adjustment and T&PI Rate pensions will be indexed with reference to both Male Average Total Weekly Earnings and the Consumer Price Index.
 

Background


A Review Committee headed by Mr Justice Clarke undertook the Review of Veterans' Entitlements at the request of the Government. The Government announced its response to the report (known as the Clarke Report) in March 2004.

20 March 2004 – Indexation of the Above General Rate Component Disability Pension by Male Total Average Weekly Earnings.

1 April 2004 – Extend Entitlement to Disability Pension and Treatment to Australian Aircrew in the Berlin Airlift.

1 April 2004 – Extend Operations Service to Minesweeping and Bomb/Mine Clearance Service Immediately After the Cessation of World War II.

1 April 2004 – Extend Qualifying Service to the Aircrew of Number 2 Squadron for Service on the Malaysia-Thailand Border (1962-1966).

20 September 2004 – Clarke Review – Defence Force Income Support Allowance.

Date of Royal Assent – One-Off Payment to Former Prisoners of War of the North Korean Forces or Surviving Spouses.
